I wonder if the plants you have are not Veratrum instead, as these can take many years before they flower.
Could you share a picture?

I have 2 very healthy verbascum plants that are now about 4 years old. I have tried them in two different positions in the garden but they have never flowered. One of them is currently about 3 feet tall and has two spikes on but these look as if they will be just leaves I have fed them, what else can I do to encourage flowering?
