When to transplant my ornemental grass? (No replies)

I've grown my pennisetum 'tail feathers' from seed, after successful germination they all have 1 single shoot (2 inches tall) and I'm wondering when I should plant them on from my seed trays into 1 litre pots? Do I plant them on in a clump of a few seedlings? Any advice would be much appreciated. 🙂
