Weigela 'Picobella Rosa'

I have a flower bed that takes quite a while to dry out after a heavy downpour and I have a problem growing plants there. I wanted to plant Weigela Picobella Rosa. Do you think they would survive? Any other suggestions of small plants would be appreciated.
