Rosa rugosa not flowering

<p>I have two bushes of <em>Rosa rugosa</em>,  planted about four feet apart.  They have been in the ground for three or four years,  sheltered from winds,  open, sunny position.  They are very sparsely flowered and one of the bushes has yellowing leaves on the tip of one stem only, otherwise they look very healthy.  There are no problems with other plants.  Any suggestions, please?</p>
